Quote Binding Help

Hi, I Just made an account on the forum you might know me as Zipper Mage or something, But that's not the point.
I'm having trouble with Quote Binding (bind 1 say "text here"), When i try to do a quote bind it just leaves me in the Writing text state (For example, when i press "1", It doesn't actually say "text here" and instead as if i was pressing the Normal Chat key).

Does anyone know how to fix this?
