What specifically are you having trouble with?
If you're trying to make a new skin, you just have to make all of the frames yourself.

People uses Paint.net or GIMP (or other paint tools to make sprites) to make their skins. And making skins takes a while though, depending how much effort you put on them.

the frames for it its not hte problem the making of the sheets its the problem what programm to make the sheets would you recommend?

You're having trouble putting all the frames into a singular sheet?
Open up MSpaint, then place the frames in (http://i.imgur.com/91gbkJD.png) this sheet (but remember to cut out the MegaMan frames so the boxes will be blank before you add the frames in)
It isn't that hard for beginners to do this.

No i mean dont know a programm to create the sheets

You're starting to confuse us even more. I, or we don't know what "program" you're talking about to create the sheets.

You should be able to use any old image editor to create a sprite sheet.
Many people just use MSPaint

He probably thinks that we have program to make sheets, but just saying, i don't actually think anybody here has made a program for that.

Yeah, As far as i know (
And don't quote me on this), All you have to do is put all of your skin's frames in the correspondant slots in the sheet (See above).
I Don't actually know how to put the skins in a pk3, since i never made a skin myself.
