Title: Water Wave and Scorch Wheel don't go up slopes.

Every other floor-hugging weapon works. But, for whatever reason, Water Wave and Scorch Wheel don't. Is this intentional?

This is originally intentional because the weapons themselves are already fairly strong, but if there's enough of an outcry for it, I don't see a reason not to at least look into adding those properties to Water Wave, Scorch Wheel, and maybe proper implementation on Wind Storm.
