Is it possible beating the Dark Men without cheats?

Yes, it is. The devs wouldn't do something as cruel as making it impossible.

For the second phase of the Chapter 5 boss, I suggest strafe-running all over the room while using altfire to spam uncharged shots to deal rapid damage. I recommend taking out the grey one first because his entire tactic is to run into you with his barrier, so beating him will give you personal space. Also to note, Proto Man can actually stun them with the shield bashes and charged shots. Speaking of stuns, you should also watch out for the purple sniper's stun rings. That guy also jumps a lot. The green tank is the least of your worries since he just runs and shoots. No jumping. As for Dark Man himself, he just fires shots, throws his barrier, jumps, retrieves his barrier, repeat.

If you save Dark Man for last(which is more likely to happen), he will go berserk, using his spread shots. While he charges, altfire to whittle his health, then cease fire and stand still to block the incoming barrage with your Proto Shield.
