32 Bots.

On the main page, you list the maximum number of players to "32", but when I choose Offline Practice, there aren't options for more than 16 in Free-for-All-modes and 20 (divided over four teams) in Team-modes.

This is really frustrating. Is there a way for me to add more? Perhaps when I create a server? I tried doing a forum search, but I found nothing concrete.

In order to do that just add the bots manually. While you are playing enter the console (I dont know the key for that off-hand) and type in "addbot megaman" (without the quotes) then hit enter to add a bot named megaman (other characters work too, of course). And yes, you can add 31 that way.
EDIT: The game even pauses while doing that. So just do that when starting a round.

That worked. Thank you.

That said; now I have two more questions:

Firstly, the left and right of my screen are covered with player stats during play. This is really annoying. I'm assuming they're only supposed to display during spectating, but a bug causes them to stay? It's really awful. Is there anything I can do to get rid of them?

Secondly, am I right in assuming the bots aren't programmed for CTF?

Not a bug. A feature. And you can turn it off:
Menu -> Options -> Display Options -> HUD Options -> Disable "draw coop info".
Also the AI of the bots sucks. A lot. CTF is pointless with them.

Of course, if you do like bots a lot, I would highly recommend a wad called bot apocalypse.
