Does anyone know how to get Protoman's Shield? I've collected the RUSH plates and the PU adapter. What else did I missed?

To do so, you need to meet him twice. Once in Cloud Man, then in Turbo Man, in that order.
The Cloud Man encounter is accessed via a ladder in the indoor section, surmountable by Rush Coil.
In Turbo Man, Proto should be hidden behind a wall to the right of the vertical ladder section, which can be reached using Super Adaptor.
Finally, in Shade Man's level, finish off the pumpkin mini-boss by shooting the center. He should reveal an alternate downwards path. There, behind a Sniper Joe, a secret door awaits. After meeting Proto Man those two other times, he challenges you to a duel there. Win that fight, and he hands over his shield.

^Thanks! But there's no Protoman in that room, BUT I got the shield when I looked in the menu. Is it normal?

So, I wanted to ask for some help editing sprites for this game. I'm running into issues with the game color messing up any time I've tried to edit it.
I was originally trying to edit the whole Rockman sheet, but after that failed I started experimenting. Any change I make, even one pixel, messes up the whole game's colors. I eventually found that when I used MS Paint (Windows 7) and saved the changes, it messed with the palette, changing the colors of the whole sheet. To get around this, I downloaded Paint.net. In this program, I could change a pixel and save the document without the colors changing on the sheet. However, when loading the game, the colors in-game were still messed up.
I made sure to only use existing colors so there wouldn't be any palette issues. As an example, for one of my tests I just changed the color of Mega Man's feet to the same as his body color, on his standing sprite. This still messed up all of the colors for the game. Anyone have any ideas about what could cause this, or how I can edit the sprites correctly?

Yeah, I ended up figuring that out eventually. Good to have confirmation about it.
So the reason I was trying to edit the game was to put Rokko Chan into Rockman 7 FC! I'm done with all of the modifications, so here is the finished product. I'm rather happy with how most of it turned out, especially the Golden Beetle Adapter used to replace the Rush Adapter. If any of you are interested in using this, let me know what you think!

At this point the modification is basically complete, but I may make some changes in the future. Primarily changing Dr. Wily to Dr. Mad from Rokko Chan. The biggest obstacle there is getting the sprites ripped from the game, as they seem impossible to find right now. I also might change the "Rock Man walking" animation from the end of the game, but I couldn't find a way to convert him to Rokko Chan in a way that looked good.
P.S. There are actually two palettes for Rokko Chan included. The default one uses the colors from the "Weapon Get" images of Rock Man for the weapon colors. Rokko Chan's forehead gem was also changed to a darker red and I gave her the chest gem from her official art, that isn't seen in the original sprites from her game. The original sheet uses the weapon colors directly from Rock Man's in-game sprites, which I didn't think matched Rokko Chan's design as well.

Jesus, I haven't touched my Tails mod in a long time.
It started out as a MegaMan-edit and I want to completely revamp the sprites to something else but the problem is of course; the size limitation. All of the sprites of Tails I used from things like the SMS or the Pocket Adventure sprites have all been too large.

How do you edit stage tiles without screwing up the animated ones? As in, making it so they animate no matter what is changed?

Use ProMotion for the sprites, it's a palette editor so it knows what the RM7FC palette is.

Hi! First of all sorry for double posting but I was logged out when I did the first post and couldn't get into my account for some reason but I fixed it now so it's all good
Anyways, I'v been working on a mod called "Mega Man Next Generation" for a long time and it's fairly far progressed. I plan on having multiple playable characters whom have different stats and starting items.
Ex. Proto Man: Atk. 125% Def. 75% Starter Item: Proto Shield.
Here are the character replacements:
Mega Man: Himself, Bass, or Proto Man
Proto Man: Quint (Credit Bongwater-bandit on Deviantart)
Bass: Himself if Mega or Proto, Mega if Bass
Light: Himself
Wily: Himself
Spring Man: Knight Man
Freeze Man: Flash Man (Freezes you in time)
Slash Man: Shadow Man (Credit Boberatu on Deviantart
Cloud Man: Astro Man
Junk Man: Dust Man
Turbo Man: Fire Man
Burst Man: Gravity Man
Shade Man: Tornado Man
Fortress Bosses are undecided as of now, and I need help with stages.

The effort that the people put in this and Rockman 8 FC is amazing, as well as the mods for 7 FC! I'm really impressed. Kinda makes me wish there were 16-bit remakes of Mega Man X4, X5, X6, X7 and X8, remade with the graphics style of Megaman X1-X3 and SNES-styled music (like Rockman X4 SFC, or Mega Man X4 SNES, or something). That would be great.
Also, 16-bit versions of Mega Man 4, 5 and 6 need to happen, either with Mega Man 7 art style or the Wily Wars art style, maybe with an option to play with either the SNES-styled music or Megadrive/Genesis-styled music.
