Weapon/actor completion

Megaman weapons
Coding 80%
HUDs -- (included in coding)

Bass' Weapons
Coding 40%
HUDs 20%

Weapon Charger done, still need to clear the use of the energy balancer from SickSad World

This is Doppler Attack, it replaces Noise Crush for testing purposes, and I was not planning on putting in a Bass class, those HUDs mark the fact that it is Bass' version of that weapon
