Location: You know how they say small changes make a big difference?
If I have access to all of Mega Man's powerups and have to pick 8 weapons and 3 utilities, this is what I will pick:
Metal Blade (MM2, DUH!)
Spoiler:
A lot of ammo, multi-directional and hurts a lot

Hard Knuckle (MM3, break walls and deals big damage)
Magma Bazooka (MM9, chargeable and spreads out)
Star Crash (MM5, eliminates weak shots and can be thrown)
Yamato Spear (MM6, rapid fire + shield breaking = AWESOME! L:<)
Flash Stopper (MM4, freezes time AND lets us shoot)
Tornado Hold (MM8, wind ladder)
Thunder Beam (MM1, three directional shot)

Rush Jet (MM3, broken flying! L:<)
Beat Call (MM7, rescue from pitfall)
Item 3 (MM2, wall scaling utility)

Pffft, what was bad about MM6's Buster?

Time Slow (1/PU)
Metal Blade (2)
Magnet Missile (3)
Crystal Eye (5)
Knight Crush (6) Obviously I would pick my favorite weapon!
Noise Crush (7)
Flash Bomb (8)
Triple Blade (10)

Super Adapter (7)
Rush Cycle (8)
Rush Jet (3) <-- Best Jet in the series.

Who needs range when we can tear into junk heaps physically!

Mega Kick (1/PU), Mega Uppercut(Other/Marvel vs Capcom and Power Fighters?) or Mega Arm (MMV) (if Mega Kick or Mega Uppercut doesn't count as a buster)

Break Dash (MMV)
Charge Kick (MM5)
Tengu Blade (MM&B)
Doppel Crash (Other/MM&B2)
Flame Sword (MM8)
Slash Claw (MM7)
Sakugarne (Other/MMII)
Top Spin (MM3)
