MM1 usually has the harder ones, such as Elec man or Ice man. A good idea is to start off with either Bomb, Cut or Guts. MM2: Metalman, Airman, the game itself is easy. Only hard ones are a few. MM3: Magnet. Sure Topman is easier, but you can use magnets to curb stomp Hard and then easily kill Topman with Hard Knuckle. Plus Magnet man is easy to beat. Needle man is a bit hard, and Shadow will keep you on your toes. MM4: My preference is Ring (not a good idea for first starters) but go for dust (his weapon is pretty useful and he himself isn't that hard) Dive (makes drill easier) or Toad (Easiest boss in the game, but then you have to deal with Bright man and all...) Ring, Pharoah and Bright aren't recommended. MM5: You could start with Star, but I prefer Stone man. He gives a decent weapon, Power Stone, plus is easy and then you can take out Charge with Power Stone and Wave with the charge kick, thus making Star cake with water wave. And, you finished off 4 robot masters. Whoo. Napalm, Gyro, and Crystal aren't exactly the easiest, but it isn't too bad. MM6: Flame man gives you a very good weapon that also finishes off Plantman, another easy boss. Hardest is up to you, since they're all of decent difficulty. MM7: SInce you start with four in the beginning, go with Freeze as his stage is most rewarding, then Burst, Cloud and Junk. Second four of masters you should start with should be Slash, since Freeze cracker makes him cake. MM8: Haven't played this one, actually. I did play the FC version, so I think Frost or Tengu is best to start with. Then again, FC has a lot of things changed... MM9: Start with splash or galaxy. Splash gives you an easy weapon to use that makes Concrete man easy, and you can also make Jewel easy with the Black Hole. I would prefer starting with Splash. Hardest ones in that game are Plug, Magma and Tornado (for his stage). MM10: All bosses are hard in the first run on normal, but get progressively easier later on. Best option is to start with Chill, Sheep or Blade. Hard mode is harder, not gonna say anything more... MM&B: Ground is a good option, as his weapon is very useful, but Cold is also good for beginners. I would go for Cold. Hardest ones are Burner, Astro and possibly Dynamo. It really depends on what character you play as.
