As far as I know, Rokko Chan can only be played in-browser.
You can play it here, on the official page for it: http://king-soukutu.com/flash/rokko.html

But many people have posted gameplay videos on YouTube, and they have to own it!

Are you sure they didn't just record the browser version?

Thank you Fabian - I've been looking for this for so many years!
I got it running at 224P on a CRT using CRT Emudriver
I made a batch file to start it:
Load a resident AutoHotKey Script to make it exit on ESC (ESC key triggers ALT-F4 key sequence)
Executes an NirCmd task to press CTRL-F and make it full-screen (slightly-delayed)
Start Rokko-Chan at a resolution of 256x224 using Display Changer II
Kill the resident ALT-F4 on ESC press AutoHotKey script from memory
Change the resolution back to what it was before.

I've included the necessary files for using it at double resolution (512x448) which should work with unmodified drivers on most PC monitors.  Someone using these files will have to create that (custom) resolution in their video card's driver, change to that resolution, then make the xml configuration file for Display changer II by using this command in a command prompt
dc2.exe -create="512.xml"
I won't be able to provide support here, but hopefully these will be useful to someone.

The only good converter I've used for that type of thing is swfchan.com's SWF to APK converter - http://eye.swfchan.com/services/#convertswftoapk
It is very limited.  Mostly okay for SWF movies.  There are other automated options, but the few I tried were not as good.  Android and SWF files do not get along together.
On my old Android 4.2 rooted phone, I managed to install SWF support enough to play SWF games natively with a bluetooth keyboard, then with multiple BluesIME profiles I could control them with a bluetooth game controller;  I use a pocketable Steelseries Free controller.  My new phone is not rooted and I don't recall which things i installed in root to make SWF mostly work.
Despite my previous ability to play SWF files, this is an advanced hack and would likely not work on that rooted phone even.  Someone affiliated with Flash Point did some impressive modifications to the fileset and it involves several more files than the core SWF file stored locally, as well as spoofing a website's address.  Making it work in Android is beyond my skills, tho I hope someone is up the challenge.  You might try asking on Flashpoint's Discord server.
