I making a new skin and i need a taunt on it i need a dark cool taunt.

Er, to make a fitting taunt, one would need to know what the skin is first.

This is item block (FTX Style) is little bit changes of itemblock for now will F replace the ? and the block shot will the F be
changes to H like (Hadbouken) but i show the skin looks like here.

You need to use an image editing program that supports transparency, such as Gimp, Paint.NET, or, if you're willing to shell out a few bucks (or take to the seven seas), Photoshop. I'm assuming you're currently just using MSPaint, which does not support transparency (and is a pretty shoddy program to begin with).
