You need to use an image editing program that supports transparency, such as Gimp, Paint.NET, or, if you're willing to shell out a few bucks (or take to the seven seas), Photoshop. I'm assuming you're currently just using MSPaint, which does not support transparency (and is a pretty shoddy program to begin with).
