Bots, levels, music, etc. don't automatically load from that directory.

Music DOES load. The /skins directory can be used for Announcers, Sounds, Music, Skins and Graphical replacements [not sprites]
It's just that some servers have the CVAR sv_pure set to one, which ignores all /skins folder content.

Stages also load from that directory.  Bots are pretty much all that don't.  Well, a lot of other things too, but of the stuff that people tend to make on here, bots are all that don't work.
