Seems like I found it... Yep... Yep...
From what I have seen, this seems to be either a custom emulation engine for more accuracy in playability or an actual version made for PC.

Yep. Specially modified version of the mednafen emulator (As in reduced so only Rondo of Blood works on it, also it is supplied with a custom bios file). An OLD version of it, from 2007. The latest version of mednafen is 0.9.28 I think which got released in January of 2013. And the newest versions even run on mac and linux (It is pretty much the best multi-system open source emulator out there, and it is really good at everything (I am really amazed by how fast yet accurate it is when emulating SNES and PS1) but Genesis (Bad sound emulation, genesis-specific) and has an amazing user interface and great controller support).
EDIT: It seems to be an early version of mednafen 0.8.x , 0.9.28 is definately preferred.

Impressive... That's one Emulator we are sure some companies might use instead of just porting! XD
