Actually, Cold Man tilesets follow all NES restriction, as they were made by MEND (the one who made RM7FC and RM8FC).
Actually no, not so much.
Many of these colors that don't actually show up on the NES palette. For an easy example look at the blue/gray on the top middle and try to find it on the actual palette. Most if not all of the other colors are slightly off as well if you check the RGB values. Granted sometimes the colors can get a little off through conversion between different file types, but not by that much.

The NES only actually uses 3-color palettes + a background color they all have in common, usually black. All the other tiles have black in common but the sky uses 3 shades of blue... and white.
Now, even assuming it was planned to change the palettes to denote the above/below water parts of the stage there are still some issues. Look at the animated warning lights on the side, for example; white, orange, black (background) leaves 1 color (which is apparently being cycled). Making the lights different colors means that this sign actually has to take up half of the 4 tile pallets the Nes can show on screen at a time all by itself. If you look at the green (or recolored blue) tiles you'll notice that some use white and others have red for the lights, meaning that these also use 2 palettes. How does that leave room for the grayish pipes/ladders tiles or for the bluish backgrounds? Did you notice the spikes are using black with the sky blues, meaning it's yet another palette?
Actually knowing it's all the same guy explains why the MM#FC games make these sorts of errors all over the place if you look carefully. Take this screenshot from the beginning of MM8fc's Aqua Man stage:

How many tile palettes are being used here?

Well that's a problem, because as I said the NES can only do 4 palettes of tiles at a time. And no, the grey/orange and pink/green pipes can't be using the same palettes because they each also use dark green/brown and white/light green for shading. Including black that would make a 5-color palette, again soemthing the NES can't do.

Thank you, Korby. This will be useful for me knowing how to piece together the textures. I don't think I want to try the platforms, though. The layout I'm making won't need them, and they also look difficult to make.

I made the Death Rogumer a texture and placed it in the skybox. By making the texture scroll in the walls and floor, it looks like it's flying along with the level.

Yeah, I see what you mean. It's not too bad, though I'd refrain from using that pipe texture on walls you can actually climb up on without using something else (the 'warning' stripes, probably) as a top edge to give it a transition... it looks a little awkward when it just stops and there's bare rock on the top. You also never used the side pieces to space the grid out more, which would help keep it from feeling quite so repetitive... though looking at it now, I think I may have screwed up the tiling. Hmm.
Anyway, try this on some of the walls instead:

Now, the grates... yeah, you need to make sure those get used in the right colored rock so that they blend in. Either that or stick with the squared off ones, like you did on some of the dark walls. They seem to work okay as open pits in the ground too I guess, sure.
And you didn't use any of the red stuff? It would have been perfect for those towers in the middle open area where you used the weird gate pipe textures, as well as on the rail platforms.
Also the 1-block high rock steps around the outside are a little fugly with the two different rock textures clashing. I think it work better if you made the steps a bit further apart, then use girders on the sides and 1 row of the grey slab blocks around the lip just to break it up a little cleaner.
Not sure what is going on with the grey blocks used as single squares in patterns on that one side area. That's just weird, man.
Also I haven't played in a long time so maybe something changed, but why can't I get any items to activate? I doublechecked the controls and the keys are assigned the way I wanted them, so no idea why they won't trigger.
