It could have done with more stages. There was only one, and it was mine.

Oh, and in the BOTHalloween.wad in the zip, the botchat definitions in the BOTINFO are wrong, which means they won't say anything like intended.

Technically, the Halloween expansion from last year didn't even have a stage, and the Christmas one only had one stage.

Well yeah, but still they couldn't be resized to be more normal while the rotations and such were made?  and why isn't this all in one .wad?

Probably because Blaze didn't have the patience to put it all in one wad.

Also having skins built into a wad tends not to be a good idea, especially if you don't want to load that wad up every time you want to play.

To be honest, this type of holidays don't get the attention it needs. I mean, maps aren't even played and thus forgotten. Even the interest of this community of contributing has dropped enough. The only thing I see being used are skins, while maps needs to be relocated in map packs, such like Christmas holiday in X pack.
