It's a Shiny Manectric from Pokémon. Specifically, the 5th generation.

I would have used one from the 6th generation(as that's where my Shiny Manectric actually is), but I couldn't find one that fit within the image size limit.

I figured I'd go back to one of my favorite enemy designs from Earthbound aside from the generic Starman. Yes, I know the Deluxe just has spikes and red buttons instead of black, but you have to acknowledge that this is the most powerful among the line of Starmen, including the Final and Ghost of Starmen you meet in the Final Cave, and spikes along with a button recolor gives off a much more intimidating feel than you'd think when you first play Earthbound up to that point. It's not the creepiest enemy in the game, but it still instills fear.

Plus I always liked the idea of a robotic alien using psychic powers.
