Help & Editing / Weapons fire and some other effects are suddenly jittery or lagged

Recently I've noticed that various effects and projectiles are appearing lagged, jittery, and/or inconsistent. Classes where the rate of fire should be steady and consistent appear to fire at oddly irregular intervals. I'm far from an expert in these things, but I'm wondering if this could have anything to do with my graphics drivers or their settings. I tried a fresh copy of MM8BDM and it did it on that as well.

The only real change I can think of is installing Fortnite (and since uninstalled it). Could that have altered some setting that's not playing nice with MM8BDM now?
