As far as I'm aware of, no. Though that would more than likely spike up the modding possibilities.

you know, there actually IS a way to edit the japanese text, but it requires a special hex editor to do it, I swear im not making this up

No, I mean messing with the game's source code to support more stuff, not through cheap sprite hacking.

I mean stuff like supporting .wav files or .nsf files, or coding new enemy AI, or adding new stages, or an online scoreboard system akin to the Megaman Christmas Carol games, or new gameplay gimmicks and mechanics. You know, the kind of stuff you can't get with a level editor and cheap sprite modifications.

I used a program called easy icon maker to make the icon, and a program called icon changer to set it as the icon of the program. real simple stuff.
Look back at previous pages, it helps a lot.

I'm done!!

I finished the weapon get sprites today. That was the last thing that needed to be changed. Unless I suddenly get an idea for the ending sprites, this mod is complete.

I'll have a video preview up soon along with a download!

This is my own rockman 7 fc mod is magnet man mod, i am done with plantman and done on wily stage 1 but in this mod will have two   doc robot stages only two stage and in wily stage 3 will replace the 8 robot masters stage plus wily stage 1 and 2.
Now i can show it.
