All of the new characters announced are joke characters.  Personally, I think it's hilarious especially with the off center stripe on the helmet and his overly dramatic "THIS IS MY DESTINY!" line!

The way I see it, if you throw a character that doesn't fit into either of the franchises the game is about, it's pretty much a joke character.  It's like how they had Darth Maul in Tony Hawk's Pro Skater 3.
