magic man thingy not appearing outside dr. lights lab

ok so I've been having a problem with the mm8bdm story mode. you know the magic man guy that brings you back to certain parts of the story? I went up to him and went back to the megaman and bass part but when I wanted to go back the magic man guy was not there. I can still get back to where I was but I was just wondering why he was not there

Maybe you haven’t beat the Mecha Shark boss yet? I only see Magic Man appear after I defeat the Shark. If not, this could be a bug?

I have defeated the mecha shark. I was seeing him before but after I went back to megaman and bass he didn't appear. I also exit the game after I went back.
