all this happens because there's no respect for the police. there are walls of distrust between police and civilians. because they know how so many people hate them, they know they could just be shot down for "getting in someone's way" when they are trying to keep everyone safe, so they've gotta be real defensive, and people continue to act arrogantly, or they refuse or neglect communication, or what, i don't know. back and forth, back and forth, back and forth, and it escalates.

Though it may be common knowledge at this point, players can avoid the respawn timer by spectating and rejoining. Perhaps force people to wait out a new respawn timer when they join the game?
