Doombuilder absolutely will NOT work

I tried downloading it again, I tried installing several versions of framework, and it STILL doesn't work, and I can't find anybody on the internet ANYWHERE who has the same problem as me!

When I open GZDoom, it says "Do you want to install Microsoft DirectX 9 now? and I click it, it redirects me to a Windows 10 ISO download.

It turns out, I had to go into setup, and install "slimdx.msi", it's not my fault I couldn't find anything on the internet that tells me to do that.
