Title: [Suggestion] Respawn Timer on Skull Barrier removed

With the latest change, Skull Barrier has dropped in overall utility and is mostly reserved for strong blows and terrain crossing.

Before, full invincibility from all sources was reasonably given a respawn timer such that everyone on the map wasn't bullet sponges for the remainder of the match. However, when most weapons can reasonably handle Skull Barrier now, it would make sense to remove the respawn timer to make it consistent with every other shield weapon in the game. In addition, this would also help handle potential snowballing in small populations or duel.

Care must still be taken when placing this weapon though. In a deathmatch setting it could just burn down to people who have skull barrier and people who don't. I think a lot of testing on maps where skull barrier is easy to each (his home turf MM4SKU) should be done before this happens.

The new Skull Barrier seems like the kind of "shield weapon" that is absolutely useful in specific cases, and mediocre in every other. I highly doubt it even merits the layout placement recognition it used to have. Why does it even still have the respawn timer? It is no longer even the shadow of the threat it used to be.

Personally, I'm for removal of the timer.
I think Time Stopper is probably the only weapon that needs one, and for pretty good reason.
