I have an idea for a rom hack, but no idea where to start

Played many super mario world rom hacks (completed both kaizo games ^^)
And playing Rockman no constancy now... raging over heatman stage atm.

Doing a rom hack, but not doesn't know how to change music or even insert them.
Enemies are confusing at times to place since my editor doesn't have graphics of the enemies I want to place.
Instead, its in Hex.
Also, starting my hack on Heat Mans Stage.
A really good thing is that I can make custom tiles.
So.. Uh.. Yeah.

a fun yet hard rom hack called megaman exile, its playable but like I said very hard
mets fire quick boomerengs, joes fire crash bombs, kagaroo/rabbit thing shoot massive gibbing fire balls, and the hot heads from quickman's stage throws metal blades (starting to sound like mm8bdm) and also the stages have 8bit remixs of songs. bubbleman's stage plays 8bit slashman (also a VERY hard level) and metalman's plays 8 bit spark mandrill, theres also different boss music with certain RM's. its a wierd hack but it is fun

A rather decent hack of MM2. Personally, I like the designs of the RM's levels in this game than the original ones.(especially Quick Man's level redesign)
