No, the thing is, I always use MSpaint. But it can't save stuff with transparent colors as far as I know, so I open the sprites in Irfanview specifically for saving them with transparency. But when I imported them into SLumpEd, The color isn't transparent. :?Use SlumpEd's color remap to remap the color you want to be transparent to index 247 and then apply it.

On the sides are two compartments, where the power sources are stored. Depending on the power source, the cannon will fire different types of shots. For example, If a battery or an electrical power source is inserted, it will shoot out bolts of electricity.
I like the ability of limited-yet-specialized upgrades for the Hand Cannon. The claws, on the other hand, feel like you sort of "tacked on" a melee attack just because you could. Heck, you can't even think of a suitable alt fire for them! (Don't try and say the dash was an idea either, because everyone and their grandma is dashing or flying around these days.) If you really want the claws THAT badly, I'd suggest making them an alt-fire for the Hand Cannon, but otherwise they can be easily missed.
The first thought is to move the (somewhat unneeded) claw attack to the Hand Cannon's alt-fire slot, and to have the Hand Cannon perform all of its necessary actions through the main firing mode. Because your weapon is for the most part a charging one, this is not only possible but it's also relatively problem-free. I realize that some of your upgrades make use of the alt-fire slot, but there are easy alternative control schemes for those weapons.
The second thought is to remove the Eternal Claws from standard game play and instead designate it as Gizmo's special instagib weapon. It still lets you use the Eternal Claws as a "main weapon" tactic instead of making it an alt-fire upgrade (which, if you consider my earlier suggestion, results in your making 10 different weapons!) and also lets you justify its high power. Or, if you were an evil mad scientist like myself, you could instead make the Eternal Claws an alt-fire for a faster charging version of the Chaos Cannon... but I would only do this if you made that sexy Fusillade attack, heh heh heh.
The third thought is to disable Gizmo's ability to pick up copy weapons altogether and instead make Kitty Whistle his only means of obtaining the alternate attacks. Now I know what you're thinking, "Gizmo is effectively screwed since Eddie is only on a handful of maps!" Here's the trade-off: Kitty Whistle is the replacement for Eddie but also for buster upgrades and the Super Adaptor item! Not only does it give Gizmo more of a fighting chance, but it also lets Gizmo trade his "buster" when he picks up a buster item just like if Mega Man were to trade his buster.
One final suggestion, and then I'm done here. Earlier you mentioned the possibility of Kitty Whistle not giving the player items, but instead attacking rivals. If you could make a homing Chao Attack (akin to Cream's in Sonic Advance 2 and 3) that uses Kitty's sprites, it would make a fantastic replacement for the Treble Sentry and Tango Roll items. This ties in perfectly with my earlier idea of Gizmo receiving his buster upgrades from buster items, since Gizmo will also receive a support from Kitty when he picks up a support item.

The altfire could be the taser, as it'd kinda be a pain to have to charge that all the time I think.Since the taser is a sort of "melee" like the claws I think it would work as an alt. I was just trying to have the claws consistent as the alt-fire across all weapons.

The first option would be to end up making the claws a second weapon after all, as it allows for easy replacement by the Eternal Claws upgrade. The second option would be to make the ten-weapon assortment ANYWAY (five cannons with two claw attacks each) and to put in the Eternal Claws climbing function a la Roboenza or YD Snake Man. This means that the attack would essentially double as the climbing mechanic, and you'd only need the one button to do both commands.
I know that CSCC can implement spare sprites during certain attacks, because Laggy Blazko moves his arms when throwing his Nade Spam but holds a gun when firing the Tommy Gun.

Chao Walkers: I was working on both of these at the same time. Progress was real slow, seeing how big they were. I managed to get a couple rotations for the regular walker, and some attacking frames for the dark walker. That's about it.
Power Protoman: The very first skin I tried to make. It didn't work out well because I didn't organize the sprites needed, so my editing sheet was very cluttered and lackluster. Not easy to work with. I ended up abandoning this project to go and make Darkwing Duck, my first skin released. It's too bad; Power Protoman actually looks pretty cool.
GBA Knuckles: I probably could have finished this easily if I actually ever got around to working on it. Poor, neglected Knux.
Speaking of neglected, did anyone even notice Bubukan there?
So yeah, this isn't even counting all the 0% completed stuff on my To Do list. I didn't even look into starting those, yet.
Right now, I'm not sure what I wanna do. Should I finish these old skins here? Or should I abandon them and let someone else take up the job, and start fresh with something new? (If I'm to continue working on the Chao Walker, I will no doubt need some help.)

Firing frames are extremely inconsistent through rotations, but I'm assuming it was left that way on purpose because you didn't want to make a whole bunch of new sprites.

I don't really like the coloring on this, as much as I want a Lemming skin. You left plenty of shading on the skin and hair and just put blue/cyan/black over the rest. Looks kinda weird. Also, while having the weapon colors on the shirt/dress may look okay with the default blue and cyan, I think it'd probably look ugly with other colors.
I'd probably put blue and cyan on the shirt and hair respectively? Or just omit one of the colors entirely (it's not THAT big of a sin unless you choose to omit blue) and just have the shirt colored while the hair stays green.
EDIT: The custom sound effects are super adorable though <3Oh trust me, I would have if I could find sounds from that game! I'd also have ripped them myself if the game could run on our computer.
I'd go the extra mile and include taunt sounds from Lemmings 3D, though. Lots of funny potential there.
If this skin gets touched up a bit it's gonna be my new favorite!
The hair can stay green, although you might want to touch it up a bit manually so it doesn't look like a flat mushroom cap or something.
