How do you make expansions?I want to make a moonwalk mode.

1: Put [EXPANSION] in the title to make it sound more special than it really is.
2: Tell people what to do.
3: Hope for people to join.
4: Do at least some work on it.

Well, if it's simply a mode mod making everyone face the direction opposite they walk, but I'm not actually sure how one would go about doing this. There's a Quick-Man mod that mods everyone's speed to 2.5X. You could look into that to see how to change it to -1, I guess...

Download the Quick Man game modifier.
Click it to select it.
Press Alt+F4 to open the file and edit it.

Quit being mean, guys...I, for one, have dealt with noobs like this of every kind, and you aren't showing him how to do what he needs.
FIRST THINGS FIRST: If you don't already have SLumpEd, download that. You can find links in the Skin-making tutorial and a couple other places, too.
Then, as SmashBro said, download Quick Man mode. Boot up SLumpEd, open Quick Man mode, observe the code, and attempt to figure out how to mod the mod to accomplish what you want.

Just to add up to what Chaos said.
I'd recommend Slade (http://slade.mancubus.net/) instead of Slumped. It's way better in most aspects and if my desktop can handle it, then anything can, so requirements for such a small tool should be no problem.
Also, study and practice DECORATE (http://zdoom.org/wiki/DECORATE) and ACS (http://zdoom.org/wiki/ACS) coding. You can do this by looking inside mods with Slade/SlumpEd or reading ZDoom Wiki (http://zdoom.org/wiki/) for reference. Of course, this requires a bit of patience, even though it's easy level programming. If you have a specific question about DECORATE and ACS feel free to ask on the help subforum. And by the way I think this is on the wrong place.

I'll explain why you're getting half-assed responses: your question itself is half-assed. That's like asking "how do I make a video game?" The answer is rather complicated and requires learning a lot of different things. I recommend looking at pre-existing material and the zDoom wiki (even though the wiki sucks).

The wiki is extremely useful for looking at ACS functions and Decorate functions and many other things.

The zDoom wiki is horrible for beginners. A lot of the sections don't fully explain anything, using terms that you'd know only by already knowing how the code functions. It pisses me off a lot.
