New Duel Leagues to celebrate the coming of v3a! Spoiler includes rules: please read them before joining!
1) Players cannot host their own matches; find a neutral server for the duels.
2) For the sake of league consistency, the frag limit will be 5 for each game with no timelimits. No exceptions will be allowed for league matches; playoff matches will be different (see rules 9-10).
3) This is a duel league setup. In the league, each player plays every other player in their league twice. As such, in each match, one player chooses one map, the other player chooses the other map. If the players are from different countries, then the two games will be played on appropriate servers representing each player (if it is a US/EU match, one game will be played on a US server, the other on an EU server.). When a match is finished, post the results with scores (preferably with screencaptures) here on this thread.
4) For the league, each player may only choose to play on a map ONCE (Example: rTist would only be allowed to select to play mm1fir once in the league. He would then have to choose other maps to play on against other opponents. However, his opponents may also choose for their map against rTist to be mm1fir, resulting in rTist playing on this map more than once. This is fine, since he did not choose to play on that map more than once).
5) You may choose any map to play on from any of the following map packs: mm8bdm-v3a (the normal map pack).
a) You cannot choose maps that are clearly not appropriate for dueling, such as the racing maps or the CTF maps. I will use my discretion to decide what is appropriate or not when approached with questions from players concerning maps choices within the various packs.
b) Should updates in the map packs or the game itself occur during the tournament, make sure you download the newest content to account for changes. If you do not have the missing content or you do not have access to the content in question, PM me so I can either direct you to the files online or so I can E-mail them to you.
c) Currently banned map list: mm5cry, mm5wav, mm5gyr, mm7spr. If maps are subject to being broken for some reason, this list will be updated.
d) Any further upgraded mm8bdm versions will also be subject to testing by tourney players and myself prior to their use in this tournament.
e) We will be using the 2mandmitemremovalv3a.pk3 for these leagues as well; make sure you have it. If you don't, PM me and I'll give you a link.
6) There will be a minimum of three leagues, divided by overall skill level. Players may request to be placed in the top league, 2nd league, or 3rd league, depending on skill level. I will be entitled to make my own judgments to determine who belongs in which league at the outset. Don't complain if you're in a lower league than expected; you'll have the chance to earn your way into the higher league next season when we do this again!
7) Each game won will be worth two points. Each game lost will be worth one point. The player with the most points in each league will be declared the winner. If there is a two-way tie in the points column, here is the Tiebreaker procedure:
a) Overall win/loss record: If two players are tied in the points column, the player with more wins would place higher.
b) Head-to-Head record. If two players are tied in the wins column, a player that won both games would place higher.
c) Head-to-Head frag differential. If b) is tied, than the player with the better frag differential in the two games would place higher.
d) Overall frag differential. If c) is tied, than the player with the better overall group frag differential would place higher.
e) Overall frags scored. If d) is tied, than the player who scored the most group frags overall would place higher.
f) Overall frags allowed. If e) is tied, then the player who allowed the least amount of frags would place higher.
g) Coin flip. If f) is tied (god forbid), then I'll flip a coin to break the tie (heads being for one player, tails for the other player).
8) The playoff part of the league concerning relegation/promotion will be best of three games, unless the players are from different countries (see rule 9).
9) If the playoff opponents are from different countries, the match will consist of two games, one from a server based in/near each country (or the agreed equivalent), and each player will pick one map to play on each. Players may agree on a fraglimit, but this limit must not be less than 5. No timelimit is permitted. If players aren't able to agree on a fraglimit, the given fraglimit will be imposed (5).
a) If those two games should be split, then the match would be decided by frag differential.
b) If the match is still tied after a), then a tiebreaker match consisting of two games (from each country server) of fraglimit 5 will be played. Again, no timelimit is permitted. Frag differential would decide the match if these games are split.
c) If the match is still tied after b), repeat b) except with a fraglimit of 3. If the match is still tied after this, repeat this rule until there is a clear winner.
10) Players in the playoff matches may agree on a fraglimit for their games, but the bare minimum fraglimit will be 5. No timelimit is permitted. If players aren't able to agree on a fraglimit, the given fraglimit will be imposed (5).
11) Best-of-three matches may be played as follows:
a) The first game may start on a map of a player's choosing. The two players may decide which player chooses first.
b) The second game will be on a map of the other player's choosing.
c) If necessary, a mutually agreed map will compose the third game. This mutually agreed map choice will not count toward either player's map selection, and it should not be a map that was previously chosen by either player during their overall match with their opponent.
d) It may be better to agree to the mutually agreed map prior to beginning play so no confusion takes place if the first two games are split; however, the players may agree to a map after the first two games are finished. Should players be unable to agree to a map, the tournament director will be entitled to randomly select a map for the two players to play their match on.
12) Players should try to PM each other to organize appropriate times to play. I will generally expect that players play one match (two games) minimum per week. If there are unplayed games during the week, I will PM players urging them to play faster to catch up. If players do not play their matches on time (or do not PM me to inform me of a legit playing schedule or any issues they might have) then they are subject to forfeit from the tournament.
13) Each player may have two timeouts of no more than 5 minutes in length during each game. To ask for time, simply say "time" during a stoppage in play (such as after a kill). Both players should stop playing (moving, firing, etc.) during the timeout. When the player who called for time is ready to continue, he should say "play on" to resume play. If a player needs extra time to account for a more serious emergency (mechanical troubles, sudden family emergency, etc.) the game should immediately be paused with the score recorded so the game may continue at a later time at the same scoreline.
14) Llamas (killing while the opponent is trying to send a message in game) will generally not be permitted, though there will be exceptions for excessive chatting or any other extreme situations. With the exception of asking for a timeout, no chatting should take place during a game; if you chat outside of calling for a timeout, you are still fair game to be killed. Again, I will use my discretion to decide what is fair or not concerning the nature of llamas. Should you be a victim of an unfair llama, approach me via PM to explain the situation, and I'll evaluate it from there. Since llamas happen during play, the game should be finished first before PMing me about the llama, unless the other player does not dispute the case of the llama, in which case, a llama kill should be countered by a suicide (-1 point) if possible to remove the extra point.
15) As the tourney director, I reserve the right to change the rules based on any confusing situations or rulings. I will be the arbiter of any disputes in the league. If you spot a gap in the rules I did not cover prior to the tourney starting (or during the tournament), let me know via this thread so I can address your concerns. If I do for some reason change the rules, I will post it on this message AND on a separate message on this thread. I won't change the rules without having a good explanation for it, though.
16) Server conditions should typically be as follows:
a) Skill: Nightmare
b) Crouch: Off
c) Chasecam: Off
d) Drop Weapon upon death: Off
e) Unlagged: Off
f) Autoaim: Off
g) Autorespawn: Off
h) Players, if they both agree, may change any of these conditions in rule 16) that they wish, but the conditions set here shall be the given conditions for play barring negotiations.
17) For the playoff stage of the tournament, you may only choose to play on a particular map once. Once you choose to play on that map, it cannot be chosen by that player for the rest of the tournament.
a) The group stage map choices will not carry over to the playoff stages of each league. In other words, the map choices will reset for this stage.
18) We will try to create three duel leagues to start this tournament. The leagues will not start until v3a has been released. Each league will have a minimum of 10 players per league (though I reserve the right to adjust this count at the outset of league play).
19) Promotion and Relegation
a) The top division will have an overall winner and no further promotion. The bottom two players in the league will be relegated to the 2nd division for the next season. The player third from bottom will be in the promotion/relegation playoff to see who gets the last spot in the top division.
b) The 2nd division will have it such that the overall winner and runner-up achieve promotion to the top division for the following season. The players in 3rd, 4th, and 5th place will be placed in an four-man promotion playoff with the top division player who was third from bottom. The bottom two players will be relegated to the 3rd division. The player third from bottom in the 2nd division will be in the promotion/relegation playoff to see who gets the last spot in the 2nd division.
c) The 3rd division will have it such that the overall winner and runner-up achieve promotion to the 2nd division for the following season. The 3rd, 4th, and 5th place players will be pitted with the player third from bottom in the 2nd division in the promotion playoff to the 2nd division. There are currently no plans for relegation from the 3rd division.
20) If there is enough interest and players to play in these leagues, I will be authorized at the outset to create as many duel leagues on the ladder as necessary to accommodate the players who wish to play.
21) The league season will end March 1st, 2013. There is more than enough time to play the games for this league. If you suddenly have issues playing your games, please contact me so I may help to get it sorted out.
22) In the event of a three-or-more way tie in overall league record, tiebreaks are as follows:
a) Head-to-head-to-head tiebreaker. If overall records are tied, then player with the better overall head-to-head record among the tied participants will place higher.
b) Head-to-head-to-head frag differential. If a) is tied, then the player with the better frag differential among the still tied participants will place higher.
c) Overall frag differential. If b) is tied, the player with the better overall frag differential in league play will place higher.
d) Overall frags scored. If c) is tied, then the player with the most frags in league play overall will place higher.
e) Overall frags allowed. If d) is tied, then the player with the fewest frags allowed in league play overall will place higher.
f) Coin flip. If tied after e), then I'll flip a coin to break the tie.
g) If this procedure should clearly result in two players being ahead of the others in this three-or-more way tiebreaker, head-to-head tiebreaker procedures under rule 7) will be used from that point on to break the tie. This rule will not apply should 22f) be enforced.

I'm also considering amending the rules such that points are awarded to players who win or lose. It'd be two points for a win and one point for a loss. Unplayed games would get 0 points. The overall standings have been changed to reflect this change of rules.
Because the mass defections from the various leagues, it has proven necessary to amend the rules for this season's promotion playoffs. Specifically, now, the promotion playoffs will be as follows:
3rd in Div. 2 v. 6th in Div. 2
4th in Div. 2 v. 5th in Div. 2
3rd in Div. 3 v. 6th in Div. 3
4th in Div. 3 v. 5th in Div. 3
Furthermore, because it would be unfair to some of the other players who did not have the chance to play the various forfeiting players, it will prove necessary to ignore the results of the forfeited players in the event they choose to not continue the event. Doing this will ultimately change the results of the event, but I could not see another possible course of action that could be taken to otherwise rectify this situation fairly to everyone.
Ultimately, the ball is in the forfeited player's court on this matter, and they have not shown any willingness to return to the event or otherwise negotiate terms of their return. While there is still time for them, it looks less likely now than it did a few weeks ago that they will come back.
While I will still keep the door open for the forfeited players to return to the event (deadline remains March 1st), I make the following notes concerning the remaining games:
