I'm not entirely sure why Wily was a German doctor, but we already know his name is based off of Albert Einstein. (Albert Wily.) He was like that in the Ruby Spears cartoon though, so it's canon now.

it's because einstein was from germany!

i have seen haloid before but i didn't really care for it much! mainly because halo doesn't interest me at all!!
