How the heck do you play a RAR file downloadable game? Cuz I downloaded it, and IDK WHAT TO DO!

Needs Auto, Ra Thor, Fan, Apollo, Luna, the 12 constellation droids and the unnamed evil energy robot.
No biggie.
Why is it that some robot masters have arm cannons attached to them but NEVER use them? I mean look at Dustman and Plantman. They both clearly have little things on their arms to shoot from, but it looks as if they forget that they are there!Plantman uses his in the Power Battles series. Anyways, why can't Megaman keep weapons from previous games?
