Time to go back on topic.
I believe Mega Man having an ability to copy other weapons would be pretty appropriate.
Normal attacks should be just.. Ya know, kicks, punches, nothing special.
Side/up/down smash attacks.. Too hard to decide, with so many options in the classic series. I'd say side smash could just fire a projectile. A random one. They have different rarity and power. Can be Mega Buster (no knockback, just adds %), Metal Blade (slightly more damage, rips through the enemies), Needle Cannon, etc. One from each game in the series, with different effects. But to prevent spam, the limit of 3 on the screen would apply.
Neutral smash.. Yeah, that would have to be sort of copy ability. Maybe just a grabbing attack. You grab the opponent, then get his power (cartoon style, "Gimme five, Mustache Dood!"). Not necessarily the same as the opponent's neutral smash, but generally somewhat related to whoever you copied it from. Oh, and colours wouldn't change, that could be confusing if 2 Mega Men copied the same power
One problem with it is the uselessness during the campaign (assuming there will be one), but then again, Kirby's copy is useless too
