Personally, what Thatguy said was mostly right, but he didn't provide much examples, so I don't really know if what he said perfectly applies here. If there were to be a course of action to be taken,I would say it would be to insert neutral Nazi moderators into each server and force them to do work.(click to show/hide)

I honestly think the fault lies with all parties for becoming so extremely antagonistic at each other. Pointing fingers like this is only compounding the problem, and not making it any better. So, here's my analysis on the problems and how to fix it:
To the people who feel they are being trolled: Face it, when you play a game on the internet, not everyone will have the same thoughts as you in where the line between joking and trolling lies, and not everyone will listen to you when they cross that line. Should you get mad and start reporting them? That may work in most cases, but for a large majority of "trolls," that will only give them more incentive to troll you, since they know they can get a reaction out of you. Solution: Ignore them and continue playing. Now, I know that most everyone will say that they hate muting, but I'm simply saying you can ignore their text altogether. No ones is forcing you to read it, and definitely no one is forcing you to respond to it either. If the troll is causing enough problems to many people, they will get their just deserts.
To the "trolling" party: Saying "it's the internet, get used to it, kthx" is getting pretty old at this point. Sure, no one is forcing you to play nice, but is it really that hard to show some common courtesy? Is it really that hard to not insult people as you play? If they don't like jokes you pull, pull them on someone else that appreciates it. And if you get you kicks out of giving others problems, you really need to get your personal values set straight. Solution: Troll people who will troll along with you, and avoid doing it with the people that will take offence. Starting fights is definitely not good for an already dying community, and do you really want to be partly responsible for killing off the community for such an unique game?
To the server mods: Yes, it is easy to ban people that are "causing problems" with other players, but is it right? They want to play the game as much as everyone else does, and by banning people you are pretty much locking out players when there are very few left that want to play. Do you want to put yourselves and 8BDM out of business? Solution: Let problems resolve themselves, and don't take immediate action against them. Mod banning and kicking should only be used as a last resort, not the initial answer to a problem.
To the people that hate a lot of reading and like summaries: Simply live and let live. If people will stop attacking each other, I can see both groups (the "trolls" and the "victims") playing peacefully.
Granted, these are quite idealistic and will probably be deemed as dumb and pointless, but I just thought I should post my two cents on this. I am probably oversimplifying the problem, but that's just part of my nature I guess. I have had no problem ignoring rowdy and obnoxious players when I play, and when I get votkicked I simply leave and do something else. It's not like the end of the world if you can't play in a server for ten minutes.
But truly, no amount of banning and reporting will change people themselves. We are given two choices: simply live with the community we have, accepting they will not change, or leave this community for one better suited for our tastes. And frankly, I am afraid many are choosing latter.
Well unfortunately, I changed in a.. Negative? Way. It's a bit shameful. When I re joined during v1c, I was a nice guy anti-trolls blah blah blah. Then I just... I dunno slowly I started to make jokes sparingly and whatnot. And here I am today being an asshole to just about everyone. Funny how things happen right? But that doesn't make it right. just because people around you start doing drugs, doesn't mean that you need to join. using it on only 3 people blah blah...does NOT change the fact that you are still doing it. Your apart of the problem, fine. you think that the majority of the community is apart of the problem, GREAT!
Change in a group does not happen just out of the blue. I think that we've already covered that much already. Change starts when individuals are brave enough to stand up and change themselves for the better. Your hiding behind the fact that others are doing it to and they should be ashamed. picking on someone smaller then you does not make you better or cooler, it makes you weak and a bloody coward. Stand up for the little guy instead of pushing him back down.
Just to make myself clear, my message isn't only to you, but to every person reading this post that thinks its ok to pick on someone just because its "all in good fun" or that they're a jerk to so I gotta harass him back...
Thinking about it now, though, it does seem a tad unfair. I apologize if any of you found it offensive.
Tengu, I don't know if you consider this a joke, but I do not. It certainly doesn't entertain me. Why in the hell would I ask you to change your name to mine? I've stated repeatedly that you need to stop.

then you are a part of the problem. Let me ask you a question, take it seriously or not, but do you honestly think that the vote kick function was specifically made to entertain you? I know that you don't care what other people say or think but right now I think that your acting like a jerk! U_U
Just because making someone else feel bad and making them feel like that they NEED to look out for certain people and gotta mute them on the spot gives you giggles, doesn't make it right. it makes you a bully.
