Is Starmie good?

I had a Poliwrath back in GSC, but I never gave Starmie a shot.

Starmie is a great special attacker, as well as a speedy one. I usually equip my starmie with the classic boltbeam setup. These are the moves as followed

Surf
Ice Beam
Thunderbolt
Psychic
