For a "Mega Man 11" they really should have:

1. No Weapon/Shop limitations amongst the playable characters (like in Mega Man 10)
2. Playable Characters: Mega Man, Proto Man, Roll, Bass, the Robot Masters (like in Powered Up) and Ryu
3. Alternative paths to Robot Master shutter (it surprisingly increases replay value)
4. Create your own Character/Stage (something like Mega Man Universe)
5. A "Retro Mode" (People new/veterans to Mega Man can experience the past's best bosses)
6. Backwards compatibility with 9 & 10 (Load data to use past game's weapons)
7. Hidden Capcom references to other series and a virtual commemorative booklet to past Robot Masters (like Complete Works but also available in other areas)
8. FREE DLC
9. Like CutmanMike said a 2-Player mode, preferably cooperative with friendly fire option
10. Completing achievements unlocks specials (i.e. "Mr. Perfect" completed unlocks features like what's seen in Mega Man: Anniversary Collection)

I'd say Bass.EXE since he seems to have a completely different storyline from the Bass in the Classic series yet has a similar personality (getting past the "Hating Humans" aspect). He has a cooler look and he's known to be one of the hardest (sometimes secret) bosses in the Mega Man Battle Network series. He's also the "Lone Wolf" among the Net Navis, which reminds me of myself in a lot of ways..

My favorite Robot Master is Quick Man and plenty to say why.
1. Quick Man debuted on Mega Man 2 (the best NES Mega Man)
2. He's to date one of the slickest-looking Robot Masters (being designed after Elec Man)
3. His weapon is strong AND rapid (with the exception of its variation in MM2:TPF)
4. He's one of the few Robot Masters to ever make his own decisions in-game (SAR he saves Mega Man!)
5. He's one of the closest to defeat Mega Man (Archie Comics Story Arc #3)
6. He is a close colleague to several Robot Masters and even the Mecha Dragon (see Manga - LIKE A BOSS!)

I like these skins but it seems your Mecha Dragon skin's link is no longer working. BTW is it supposed to be its skin from Mega Man 2, Mega Man 2: The Power Fighters, Mega Man: The Wily Wars, Rockman: Battle & Fighters or a custom?
