Fine, quick history lesson.

Dr. Light created Rock and Roll, two sibling robots presumably to be his children.  He also created the 6 original robot masters to do various other things.  However, Dr. Wily stole the 6 robot masters and reprogrammed them for world domination.  Rock asked Light to be transformed into a fighting robot so he could "fight for everlasting peace."  Proto Man was the prototype for Mega Man.

That's about it.  They were always robots.
