Help & Editing / Activating Cheats

I sometimes run a server and wish to know how activate cheats. I've heard of the command sv-cheats on, but it doesn't work for me. Any help would be appreciated.

I'm a big fan of MegaMan ZX Advent! In it, there is an 8-bit minigame called MegaMan Antique. I'm trying to make a skin of the 8-bit renditions of Grey and Ashe (Probably Albert too...).

Current Problems...
1. I don't know how to use the recommended picture editing softwares (Gimp, Paint.net ect.) and can't afford Photoshop
2. I have no forward facing sprites for Grey and Ashe

Any help would be appreciated!
