I'm not much of a skin critic myself, but some details jumped out at me immediately. It highly bothers me that his lower half is just a Megaman recolor. It's like he suddenly lost weight just for the occasion, and that's without mentioning the question of where you'll place the cyan assuming the white areas in the suit will be blue. The red areas look like a scarce amount of space for it, therefore, I'd suggest giving him a red belt as well as rectifying the aforementioned issues.

I still like the firing frames, though. They look pretty cool.

I always wanted to see this as a skin, and I must say, this is rather damn good for most sprites being custom made from what I can tell. Though one detail severely bugs me. If I were a better skin maker I could describe this easier though his positions for the Hadouken don't match up between the two F firing frames. The front-facing firing frame has it lower than the side/front-facing frame. In fact, that's an issue with the entire skin, the proportion gets really wonky between rotations. It's almost as if Dr. Light suddenly gets shorter within seconds. Still pretty good regardless.
