I voted for Mega Man 3. I'm just sad that it didn't get as much development time as it would've needed: MM3 is an unfinished product. -___-

Easily Mega Man 3.  Better music, better graphics, more interesting weapons.

Oh, and as for MM3's weaponry, Top Spin doesn't even function properly.

It is, top spin is probably the best weapon in MM3.

top spin only has potential if you're an insane player, otherwise you'll probably end up killing yourself.
mm3 did have a good story, but because it was rushed, the story wa snever really explained ingame at all, which ended up with loads of weird questions
"who is this red guy jumping around and shooting at me" "who is this big gutsman robot at the end?"

doesn't help that i didn't have the instruction manual for megaman 3, i didn't actually learn any of the story until 10 years or so after i first played it

I voted for Mega Man 3.  Mega Man 2 has the most well known introduction of the series, but I loved MM3 from the moment I heard the intro music.  Rush was a welcome addition, as was Proto Man's song and portion of the ending.  I also liked Doc Robot, even though I rarely progressed past the revisited stages when I was younger.  I didn't fully understand Top Spin until seeing Pink Kitty Rose's YouTube videos and even now it's an odd weapon, but one which is still satisfying to use to beat Gamm.a  Unless you're partial to Search Snake.  I even prefer MM3's weapon select screen to any other.  There were also the controller 2 cheats which were great for freezing Magnet Man's disappearing blocks in place at that age.

Besides, I can't defeat Air Man.

Honestly I dislike 2 and 3 a lot.
2's weapons are very poorly balanced, there's only one boss theme, the stages aren't as diverse, the robot masters aren't as charming, etc.
3 is just extremely rushed and not as fun. 7 was rushed, and it was still more fun!
