Hmm... Cant think of much myself, perhaps something like Geist or Glacier? Or perhaps for the sake of it having ice breath, he's called Breath?

I gave it good thought before posting. :P
Then again, other then ruthless spamming of the Jitterskull attack i give anything else a good thought. But yeah, there's kinda much options, even when it comes to ice-related things, a ghoul could be named anything, who'd ever guess Sjas would end up being named Sjas if he made a poll for Sjas instead? But now i'm all out of juice when it comes to names, for now.

Its quite hard to answer but i think it would be glacius or something like that,well i guess we will only know once the 7 days are gone,i personally just can't wait for it

Eisgeist? That's German for "Ice Ghost". Simple, but German isn't a very common language anyway. It's probably something else.  :p

It's "the ghost of Cutman's head" from GVH:EW map "Post-War technologies" (GVH15 if i remember correct) which was found by yurei who gave It Hair and ice abilies for no actual reason!

Otherwise...I dont really know OldFreeze maybe?
