I do believe they are constantly changing to optimize the file size, I mean, V3.00 is like 88MB and V3.10 is about 20MB!

Minor thing I noticed, E-Tanks and the like finally change colours depending on the weapon you're using.

Optimizing file size sounds like a much better reason. I'll take that.

Yay multicolored E-Tanks!

3.11b is out now.  I'm not sure what the differences are, but it's out. :)

From what I saw, the Image file is slightly different in size compared to 3.10b, So I would assume it's some sprite update/change.

Still, would had been nice to be able to compare if we could access the files within it  :|

There's gotta be a way to unpack the bin file.

3.12b has been out for a little bit.  Once again, I don't know all the changes since 3.11b, but I just played through all eight bosses for the first time since around 2.90, and the game has definitely changed a fair bit.  Sword Man's stage is very different now, and the Search Man fight is quite a bit different now, as well.  I have noticed that some color changes have gone on with weapons and such, but they haven't lined everything up, yet.  For example, Water Balloon is now a light blue for Mega Man, but the icon and bolts and weapon energy pellets are still purple and green.  I also noticed in Sword Man's stage a large weapon energy pellet in a location that can't seem to be reached.  I assume these things will be fixed in a future release.

I'm suggesting that, in a sense, it cheapens their original effort.  If someone were to legitimately make a piece of art, even if it's based on another piece of art (such as your mustache and beard example), it is still their work of art, and some people just don't like to see their work altered.  The makers of Minecraft might actually care.  Modding is frowned upon by various companies.  I know Blizzard reserves the right to ban people who use mods in WoW.  If the RM8FC team doesn't want their material modded, that's entirely their call.  It may be based (heavily) on Capcom's product, but this is still their creative work, and it's their right to "protect" it if they want.
I find it amusing that fangamers are often more anal about protecting "their" work than the original owners of the material themselves.

See: MUGEN character creators refusing to share code and going apeshit if they suspect someone is "stealing" their solutions. All the drama makes me want to scream "GOD DAMMIT YOU IDIOTS ELECBYTE MADE THE CODE FILES SHAREABLE FOR A REASON STOP RUINING GOOD THINGS"

The one from their site does look better, but they likely changed it for a reason.  It looks like it doesn't match NES specs like the current one does.

5 colours on the better one, which equals 2 layers, like most NES Megaman sprites.
(Each layer can have 3 colours, not including transparency.)
They could have at least taken the better one and removed a colour though.

OK, good.
Well, which one are you using? (though you don't have to tell me, if it's a surprise)
