That's Japanese shooting games for you.
It was made by Jaleco who also made some very mediocre SNES games like Super E.D.F., Rival Turf and Tuff E Nuff among other things.
By the way, the letters split into bullets when you shoot them and fighting her normally is quite hectic because of that. And she is so sad when you defeat her ...

So a certain someone—someone I'm acquainted with, actually, Loveforever—mashed four different ROM hacks of Mega Man 2 together (Rockman EXILE, Robertman 2, Mega Man in Java Island, and Proto Man in Mega Man 2, if you're wondering).  The result was this abomination, which we have collectively dubbed "Probertmang."
The game is inherently broken in nearly all aspects, but the playable aspects are very interesting (Namely, the Crazy Cannons jumped right past crazy and went to Clinically Insane Cannons).
