No. Until a Mega Man game that doesn't suck comes out, I'm going to mark this down as token usage of the character for either legal reasons or as some sort of attempt to convince fans that MM is stuck in the spinoffs-only bin. Like Morrigan.

Naww, not at all! I always thought he'd be a character in Brawl, after that dodgy fake interview that got "leaked", so I'm glad to see him now! Better late than never.
Besides, he seems pretty amusing. Not to mention he has an... interesting fighting style!

I'll be honest though. When the trailer started, I thought it was gonna be yet another advertisement for New Leaf. Ohhh that Nintendo...

I would consider R.O.B. the weirdest since he's just "a giant controller" for a small handful of NES games and has no/the least physical capabilities as the character he represents (save the gyros).
