The chemicals Burst Man uses for his bubbles get screwed up at extreme temperatures, so he's weak to both Scorch Wheel and Freeze Cracker.

No, Aqua's water tank is made of glass, which Astro Crush can crack and break open. When he does his "Oh No You Found My Weakness" animation, you can see his tank break and afterwards he picks up the pieces to rebuild it.
