Ehhhh why not

Easy
MM1 : Ice for simple pattern.
MM2 : Air for same reason as Ice.
MM3 : Hard. I find that funny.
MM4 : Toad...
MM5 : Probably Gyro because spam GHold to win.
MM6 : Flame for same reason as Ice.
MM7 : They're all easy thanks to weakness abuse! Probably Turbo, though.
MM8 : Frost.
MM&B : Cold.
MM9 : Galaxy.
MM10 : Solar...

Hard
MM1 : Guts, because Hyper Bomb is rubbish.
MM2 : Actually Heat, because I find it hard to react quickly to his dashes.
MM3 : Of course it's Needle.
MM4 : Skull. MM4 was easy all the way but Skull is just an unpredictable meanie :(
MM5 : Wave because of Heat Man-itus
MM6 : Dunno... Tomahawk??
MM7 : 2 Ez
MM8 : See above
MM&B : Dynamo because LOL HEALTH REGENERATION
MM9 : Plug because you have to watch him, yourself, the ceiling and the floor.
MM10 : Chill because Solar Blaze does so little to him!

Hardest

MM1: Elec Man. Kills you in three hits and also has an erratic pattern. Also has the most annoying pre-boss-room corridor.
MM2: Wood Man. The only moment where he is vulnerable is the moment where you need to spend most of your effort dodging, which is hard in itself.
MM3: Hard Man. Blatantly obvious pun aside, his returning fists are ridiculously hard to escape unscathed, and does a good deal of damage as well. He is also the only robot master in the entire series that also has an attack that instantly kills you, as far as I'm aware (although that attack is rather easy to dodge.)
MM4: Skull Man. I just don't have a valid reason for this. For some reason I'm having a lot more trouble with Skull Man than the other robot masters. For one, I cannot for the life of me jump over him without being damaged.
MM5: Charge Man. And that's not because he's hard, that's because he's the least easiest master in the game. Seriously, they're all cakewalks.
MM6: Tomahawk Man. Again, most robot masters here aren't all to difficult, but Tomahawk man has a tendency to jump juuuust far enough so that he corners you where you can't dodge his attacks, yet not far enough that you can slide under him.
MM7: Freaking Burst Man. His bubbles take AGES to break out of, and if you fail you're welcomed with a OHKO spiked ceiling.
MM8: (Speaking from RM8FC experiences.) Search Man. His targeting crosshairs are annoying, and then you're followed by THREE homing missiles that you need to destroy whilst at the same time continuing to fight against him. Has a saving grace though in that when you bring him to low hit points and he executes Deadly Storm you can get behind him and easily remove what little health he has left.
MM&B: Magic Man. Health-sapping bastard. He also takes ridiculously little damage from Tengu Blade.
MM9: Concrete Man. Freezes you, charges into you, and deals a lot of damage. Just annoying in general.
MM10: So far the only classic game I haven't played, but from looks, gotta be Solar Man. Can absorb your attacks if you aren't wary, and can easily trap you either between him or his solar blaze in the uneven terrain is boss room has.

Easiest

MM1: Elec Man. Yes, simultaneously the hardest and easiest robot master of the game, only because his erratic pattern really is exploitable.
MM2: Heat Man. Dodging his initial flame pillar toss is tricky, but after that you can just shoot him right after he dashes and he'll dash again.
MM3: Top Man. Top throw is easily dodgable, then you just jump over his spin dash.
MM4: Toad Man. I shouldn't have to tell you why.
MM5: Stone Man. It's Toad Man, except you don't even have to continuously shoot him to keep him jumping. Oh and he has that power stone which never hits you.
MM6: Plant Man. He walks, he jumps, he throws his barrier. That's it. Shame, because I like him as a robot master.
MM7: Turbo Man. Just slide under his scorch wheel as it comes towards you from both sides and the rest of the fight should be easy.
MM8: (Again, from RM8FC experiences.) Clown Man. His trapetze spin can be jumped with little effort, thunder carnival is rather predictable, and as long as you watch out for when he raises his arms into the air you should be able to avoid the thunder claw.(Do take in mind though that Clown Man is there only because you can't shoot through Aqua Man's water cannon anymore.)
MM&B: Cold Man. All you need to do is jump over his wall. Then it's just shooting him. Once he starts summoning the cloud thing it gets slightly more annoying, but even with Megaman it ain't all too difficult to deal with.
MM9: Splash Woman. Aside from taking two damage from the standard buster instead of one, she ain't too hard to fight. Fishes aren't that difficult to dodge, and all you require to avoid the laser tridents is to walk sideways.
MM10: (Again, haven't played this.) Blade Man. Stepping in between the blades he throws seems easy. Then it's just a matter of him to come down from the freaking roof already.

Hard Man is also one of the few robot masters that you dont need to dodge their attacks to win =| Although you DO need to dodge him himself.

Right

Easiest:
MM1: GutsMan! DUNN DUNNNNNNNN
MM2: CrashMan. Tedious, but very predictable
MM3: TopMan.
MM4: rofl ToadMan
MM5: StarMan
MM6: WindMan, pretty hard to get hit by him
MM7: JunkMan is fairly easy I guess
MM8: What
MM9: SplashWoman. GalaxyMan can at least randomly decide to fly towards me. Splash always does the same thing
MM10: BladeMan, if you know how. There is a way to beat him without even taking the risk of getting hit

Hardest:
MM1: ElecMan. I don't think I ever beat him without his weakness
MM2: Goddamn QuickMan.
MM3: ShadowMan. Too random
MM4: Either DrillMan or PharaonMan, can't decide
MM5: ChargeMan. When I decided to beat the boss rush using only the M. Buster, he was giving me the most trouble
MM6: TomahawkMan.
MM7: SlashMan. Why did they have to give him the attack where he starts throwing Bob the red stuff at you?
MM8: What
MM9: MagmaMan. While I have a pattern that I could use to kill him with no damage, it requires good reflexes. And sometimes I just lose focus and get hit with each jump he makes
MM10: NitroMan.

Yes, a pattern. The time when he usually hits me is the very start, because I'm far.

You want to be very close to him. Not on the same platform, but next to the one he's standing on, preferably near the middle.

Then just react to his movements. You CAN run under him even when he's doing a low jump. You just need some mighty fine timing. The magma bazooka will never hit you, his hit box will be the only problem.

My only problem is getting next to him at the very beginning of the battle really. The rest is a matter of practice and timing

This could be fun. Right, then, let's see...from the ones I've played....

Easiest

MM1: Bomb Man. Piss weak, simply put. You'd think a robot master specializing in explosives would be a bit nastier than the robotic Eskimo, but really, all you have to do to dodge his bombs is jump, and he throws them in a slow rhythm.

MM2: Metal Man. Haven't played much of MM2, but from my experiences with MM2 and MM3, Metal Man is the only one I was able to do well at with only the buster. Just jumps and tosses Metal Blades at you. Also dies in one hit from his own weapon; the hell is with that?

MM3: Top Man. Don't think this one needs elaboration.

MM4: Toad Man. Again, elaboration not needed.

MM5: Pretty much all of them are easy, IMO. Except one......

MM6: Knight Man. Only has one simple, easily-avoided attack, even though his shield blocks your shots. Plant Man could be here, but he at least has the benefit of having a nasty stage to make getting to him harder.

MM7: Cloud Man. Not SUPER easy like Toad Man or Top Man, but his pattern is pretty easy to get a handle on and not too hard to dodge. Run against the wind, jump when he shoots a thunder bolt at you, and slide when he floats at you. A pretty good warmup boss.

Hardest

MM1: Fire Man. Yes, his AI is exploitable, but I am TERRIBLE at doing so, and if you shoot him at the wrong moment, he'll go into berserker mode and spam enormous streams of fire that are basically impossible to dodge. Still, at least he doesn't kill you in three hits.

MM2: Quick Man should go eat a cock and die. I hate everything about this guy. I haven't beaten MM2 yet because his stage pisses me off beyond belief, and even if you get to him, he himself is REALLY NASTY (again, from my experiences with Doc Robot). I have no idea how to dodge his attacks, at all.

MM3: Gemini Man. I simply have no idea how you're supposed to buster-only this guy.  I can't buster kill about half of the bosses in this one, admittedly, but I can at least see how it can be done. Gemini Man has me clueless. Hell, even with Search Snake he can mess you up pretty bad if you're not careful.

MM4: Ring Man. His attacks aren't TOO hard to dodge when you see them coming, but he's really freaking fast, so you need good reflexes to deal with them.

MM5: Crystal Man is the one boss in this game I have trouble buster killing. Crystal Eye's ricocheting shots are fast and bounce around for a long time, and since Crystal Man himself is jumping after you and shooting at you, it's even harder to dodge them.

MM6: Centaur Man can be pretty nasty. You can avoid his freezing attack if you stay in the center, yeah, but then he'll just teleport into you or charge you or otherwise complicate dodging his freezing attack.

MM7: Freeze Man, like Gemini Man, is another boss I simply have no idea how to buster-only. His attacks are relentless, hard to avoid, come at a fast pace, and almost every single one of them can freeze you in place. He also has probably my least favorite design of the MM7 robots.

From the ones I've played:

MM2: Easiest- Crash Man. Two hits from Air Shooter? Lame.
Hardest- Wood Man. Those effin' leaves are REALLY annoying. They do quite a bit of damage, too. And I don't use Heat's weapon, because I'm just that baus.
MM3: Easiest- Top Man. His pattern is really simple. Sorry, pal.
Hardest- Gemini Man. I always have problems with this guy. Even without that goddamn clone, he's tough.
MM4: Easiest- Pharoah Man. This guy is pathetic. If you freeze him on the ground, you can take away a fourth of his health. Though, on buster runs, Toad Man is easiest.
Hardest- Ring or Dive. Pretty much a tie here, just because they're extremely annoying to fight.
MM5: Easiest- Gyro Man. GHold+Gyro=Bad mix.
Hardest- Charge Man. He keeps making those turns right when you jump over him. Crystal Man is pretty tough, too...
MM9: Easiest- Galaxy Man. Just pitiful.
Hardest- Concrete Man. I don't even think I have to explain.
