It's a shotgun, it's only powerful up close. In other words, it's a melee weapons and melee weapons are supposed to be powerful.
Otherwise, it's a four hit kill, and seeing as several classes get three hit kills infinitely without charging anything, I figured it'd be fine.

Also, I forgot to mention, the charge shots are a four hit kill. The little ones do about 10-12 damage each, and in a DM situation where you are fighting everyone you may not have time to charge up all the time.
