that would have been complete overkill though
think about the crap just one devil could do to megaman and what megaman could do to wily and what wily could do to robotnik
now think about what like 10 devils could do to robotnik alone
10 devils? Look at the robotmasters he used!? He could have just threw in as many robotmasters as he could into battle and beat robotnik in like a 10 seconds.

Even with the Metal Sonic dragon thing, the entire robot master army would've won.
Galaxy Man + Magma Man + Napalm Man + Solar Man is a sure victory in any situation.  Also it's bs that Bass never did anything.
