Tornado Blow = 3rd most powerful field hitter (Astro and Lightning top it in terms of damage) and has a secondary use.
Black Hole Bomb = Can instakill most enemies and block many attacks.
Cement Shot = Makes stepping stones, is powerful, can stun enemies and the fire beams.
Plug Ball = faster moving Search Snake
Laser Trident = broken as hell due to insanely high power and ammo with going through enemies.
Jewel Satellite = explained before
Magma Bazooka = good spread and is chargeable
Hornet Chaser = damn good homing and if it kills the target can go through them, on top of brings items back.

Yea, 9 had some powerful ass weapons thats for sure.

Is there somewhere all the base damage for every weapon can be found?  I've seen damage charts but they only show vs. bosses, and that's rather uneven.

Sadly no one has ever checked, it usually ends up being best to try against a normal enemy, but you can't see their HP, and some enemies are immune to some weapons.  And for all we know they have resistances as well to weapons.

Best bet is to go to an enemy and see how many shots it takes to kill them with your buster (make sure you are trying in the Japanese version for 1 or 2 cause the damages were changed in the US versions so try Wily Wars so you know your buster is only doing 1 damage). Then try them with each weapon, that should give you a general idea of how much damage they do base wise.
R&F2 is the only one the wiki lists the all round damage because they did the same damage to every boss.

From my experience, the MM1 weapons seem to instant kill most enemies in one shot, aside from things such as big eye and bosses, so I don't think those weapons have a preset amount of damage. Ice Slasher is the only exception.

I think Pickel Man, Sniper Joe, Suzy, Screw Bombers and Big Eyes are the only things in MM1 with more then 1 HP.

So the general consensus is to arrange weapons by ability?  Fair enough.  Given that, let's talk about them!

So... how about them shield weapons?

What IS a shield weapon anyway?  Sure it has to be some sort of stuff hovering or circling around around you, but how long does it have to last to count?  Does it have to be primarily defensive?  What if what spins is you?

I'm sure we can all agree that Leaf Shield, Skull Barrier, Star Crash, Plant Barrier, Junk Shield, Jewel Satellite and Water Shield all qualify despite being rather markedly different in function, but is that all there is?  What about Fire Storm and Scorch Wheel's lingering fire ring effects?  Is Power Stone just a launchable shield that you can't hold onto?  Is Top Spin essentially a very aggressive type of shield weapon with no lasting affect?  Does Pharaoh Shot's overhead ball effectively make it a shield too?

Which shields are the best and worst, and why?  Are any of them strictly obsoleted by another?  If you were tasked to balance them out what would you add or take away to do the job?

I group things depending on whom i am talking to at that moment.
You could say i adapt to that person and group it in a way that person would understand and agree with.

If i am alone... Then i group them by the following.

Awesome: Megaman 7 weapons
Other: Anything else.

I've spent many a study hall working on this. There were several failures on my part before I tried this format. I finished it a while ago but was too damn lazy to transfer it from my journal to a text file. Initially, this was to create concise weaknesses potentially usable for Classes, but now it has become a means of grouping each weapon by its behavior and its properties. Behaviors describe a weapon's movements and reactions (Does it break when it hits a wall? Does it fire several shots at multiple angles?), while property describes the weapon itself (Is it a blade or a needle? Is it fire or electricity?). Each weapon gets up to four "tags" of sorts; up to two for properties and up to two for behaviors.

For example, a weapon like Flash Bomb. It fires a bomb, which leaves a lingering blast when it explodes. This makes it a trap and an explosive. The weapon itself is a bomb, which makes it a bomb weapon. So, it would appear on the document like this:

Flash Bomb:
Explosion/Trap
Bomb

How about Plug Ball? It fires an electric projectile that hugs floors and walls as it moves. It would appear as:

Plug Ball:
Floor-crawling
Electric

Of course, some weapons may not be distinctive in either field. Take a weapon like Needle Cannon. It's a pointed projectile, which falls into the "impale" category. However, the projectile doesn't have any distinctive behavior, as it is simply a buster replacement. It would appear as:

Needle Cannon:
Neutral
Impale

This document lists all of Mega Man's copied weapons from MM1-10, MMPU, MM&B, and MMV, as well as each Robot Master's behavior/property weakness.

Take a look at it, if you like.
