ProtoMan looks absolutely epic
Bass is a lot more bad-ass then his RM counterpart
PlantMan is still stupid, but he's not as stupid as his RM
ElecMan looks bad-ass
MetalMan is definately my favorite NetNavi
MagnetMan seems interesting
Roll definately looks like she can defend herself a lot better then her RM counterpart (and yes, Roll counts as a Robot Master)
StarMan looks kinda cool
NeedleMan looks awesome (even though he acts like a psychopath)
IceMan still looks adorable

I could go on and on.

I think that if there's another game in the Battle Network series, they might include Navi's of Robot Masters we haven't seen yet. How awesome would it be to see a GeminiMan.EXE?

Seriously?

Bass. Easy. Everything about him screams "badass", whereas a lot of the designs are just freakish, or not too far off. ("Flam" Man, I'm looking at you...) Of course, the same upgrade could be said about Proto Man, but he's always been lame. =P

Hmmmm.
I can only say it comes down to a 4-way tie between Bass.EXE, ProtoMan.EXE, Colonel.EXE, and Iris.EXE.
Bass because, well, he's just undeniably awesome. He's got persistence. and he has the power to easily match Megaman.
ProtoMan, mainly cause his appearance in the Battle Network Series. I also love how unpredictable he can be, either being on Megaman's side or against him.
Colonel, mainly for BN6, when he became set on just completing his missions and such.
And Iris, because she's mysterious, and also so cute~

I'm actually quite opinionated about the netnavis, and like very many of them.

Protoman: This is the Protoman that I think the classic series should have given us. It would have made his gameplay in 9 and 10 substantially different from Megaman and Bass.
Roll: Again, I'd rather have this Roll than the current one.
Bass: I don't know what it is about that cloak, but it makes him look ridiculous. And it's clear that he has to move the stupid thing to attack, why not just get rid of it? Other than that, he looks badass.
Elecman: I actually like his design a lot. And his double soul, for that master.
Searchman: HUGE improvement.
Tomahawkman:  This is my favorite navi...hands down. If he was in real operation, I would have used him the entire time, despite all the obstacles that probably would not be clearable.
Slashman: Another huge improvement. Slashman makes a better ninja than a Wolverine.

I kinda like sharkman.exe, I don't care if he isn't officially the counterpart, his design is clearly inspired.

and I also like flashman.exe, he is a much better looking character than the original.

1: Classic ProtoMan is badass and his NetNavi counterpart looks stupid and he DOESN"T HAVE THE BADASS YELLOW SCARF!!! THe reason RM ProtoMan has a buster cuz 1 he is MegaMan's brother. 2: Wily remodeled him that way when he found ProtoMan.(Then he made SniperJoes to use as horrible clones of him.)

2: Bass EXE. is badass and I find it funny he hates the kid named Sean(i'm lookin at YOU Nelson cuz you just love Bass) and I think he looks cool with the cloak.

Actually, I really like the Navi's they streamlined and made less bulky.  But my favorite RM Navi counterpart is either Tomahawkman, Magnetman, or Kingman. (Kingman = King from MM&B???) :p

Update: Badass Bass.EXE, Megaman.EXE (just because his design is partially loyal to his classic counterpart), Zero.EXE (yes, he exists, on Megaman Battle Network transmission), Knightman.EXE, Fireman.EXE.
