that's because is "Old Man", look the translations I found...

Well, the last letter in the Japanese name of that old man character is actually the kanji for person. So Old Man could probably be right in terms of what the name means in general, but there is probably a better possible translation.
It is weird, though.

The rest of them feel extremely familiar in some way or another, but I can't nail it down.

and dwn-083 reminds me to ANDROID n°20 of DBZ

The artist is heavily borrowing from the art that was done for the playstation rerelease.

86 is a heatman's head/arms with a Brightman leg trace.  
88's legs are from Tomahawk and the front arm is from flashman.
81's front hand is from top man, the back from metal man.

That part actually would have a chance of being realistic though. Capcom stated Mega Man's 25th Anniversary would be running from December of 2012 all the way back to December of 2013. The symbol continues to be used on recent merchandise, such as on the covers of the latest Mega Man Archie Comic which hasn't even been released yet.

What does seem unlikely at this point is them announcing a new Mega Man game in the span of 2013 (although Mega Man 10 was announced in December of 2009, heh).

Hah, I think that's exactly what he meant (anyone who has seen the Complete Works art again and again can tell right away these are edits from the familiar poses alone). He's not saying the pictures are completely original, but that the news is fake/fanmade.
