Boredom strikes again!  I haven't really gotten farther than a name, so let's hope this template lets me flesh him out!
(Note that this is not an official part of the Mega Man:  Robotic Perfection roster.  Just something I did for fun.)

Name: Smoke-Man

Appearance: Smoke-Man is entirely made of combustible material--mostly wood.  After several layers of a special compound were applied, however, Smoke-Man was able to burn without any damage to himself.  Because of this, he is almost always on fire, and therefore has a supernatural appearance of a veil of smoke around him.

Personality: Smoke-Man, despite what you may predict, is a cool, collected person.  He's more than aware of the damage he could cause if he gets angry.  He likes to talk around things--sly like the smoke around him--and if you make him angry, you'd better be ready.

Original Purpose: Smoke-Man was a bit of a mercenary.  He could be hired out for any fire- or smoke-based needs.  Whether it was the finer preparations of food or learning to build a fire "the old-fashioned way," if you could pay him, he could do it for you.

Stage: Surprise--Smoke-Man's out in the forest.  The tree-tops are goodie-filled, but in the event that you fall, you will be able to continue on the more enemy-filled, but less platform-oriented forest floor.

Stage Gimmick: Smoke-Man's being whimsical with you.  At certain points in the level, smoke will flood the screen, making everything black.  One will have to navigate the area from memory--based on either what you saw of the area, or maps that Smoke-Man hid in the trees.

Moveset: I, for one, cannot think of a good moveset for Smoke-Man at this time, without being a clone of Query-Man.  Any ideas here?

Weapon (YOU GOT) : The Smoke Burner.  This weapon would give Mega Man the same fire-impervious ability as Smoke-Man, allowing him to fire the projectile.  The projectile itself would be a sizzling glob of half-wood, half-magma, that sails through the air before landing a few feet from him.  Touching it will do massive damage to an enemy.  Once it lands, a pillar of smoke shoots up, which nobody--except for Mega Man--can pass through.  Like the Thunder Wool, the Smoke Burner disappears after a short amount of time.
Note that the Smoke Burner cannot function underwater.

Weapon:

Chocolate Rain.

Fox Woman
"I just want to play!"
Appearance: like Roll, with loose hair, wearing kimono and with fox's ears and a tail.
Main ability: floats off the ground.
Secondary ability: becomes invisible.
Main attack: creates a barrier of fox fire around herself, becomes invisible, reappears and unleashes the barrier at the enemy, slowly spreading.
Secondary Attack: Becomes invisible. Fox fire appears in random spots, dropping. She's actually going back and forth around the top of the arena.
SP Attack: Unleashes nine fireballs in rapid succession. The ninth one always homes into the player and explodes into smaller flames.

WEAPON GET:
Fox Fire: Creates a fox fire barrier, then fires it out in a spreading patern.
Passive ability for weapon: Enemies won't notice you if you don't attack.

Dialog:

Before battle:
Megaman: "You! Why did you side with Mr. K?!"
Fox Woman: "He understands me! He believes that I should be allowed to play instead of just protecting these ruins!"
Megaman: "But, Fox Woman, what you are doing is wrong! You scare off tourists! What if you hurt them!"
Fox Woman: "Why would I hurt them?! I'm not dangerous! They labelled me as such because THEY are AFRAID of me!"
Megaman: "Please, think more... I... I do not want to hurt you..."
Fox Woman: "You don't?! Then why did you destroy my old brother, Yamato Man?!"
Megaman: "..."
Fox Woman: "I knew it... You are just a puppet in the hands of that Doctor of yours! But I'll cut your strings!"

If Megaman is defeated:
Fox Woman: "Uh?! D-Did I just destroy you?! I... I can't... I can't believe..."

Megaman enters the room after he was defeated:
Fox Woman: "Ah! A ghost! Wait... Nevermind."
Megaman: ("... Did she just... No, it cannot be.")

Fox Woman defeated:
Fox Woman: "You... Are strong..."
Megaman: "Please, hang there! I'll send you to Dr Light!"
Fox Woman: "No... let me go... I need to see... My brother again... Perhaps, robots can go to Heaven..."
Megaman: "... I won't let you go... It is not your time."

Rematch in castle:
Megaman: "Fox Woman?! But I defeated you!"
Fox Woman(?): "..."
Megaman: "Uh... A soulless copy. It will make things easier for me."
Fox Woman(?): "..."

Fox Woman defeated in Rematch:
Megaman: "Even as a copy... I... I can't destroy you..."
Fox Woman(?): "..."
Fox Woman: "Go on! Rid of that cheap clone!"
Megaman: "What?! How come-"
Fox Woman: "How come I got in your frequency? My weapon data allows communication with those that share of it."
Megaman: "But... I cannot destroy your copy..."
Fox Woman: "Please, spare that robot from the pain I once went through."
Megaman: "..."
Fox Woman(?): "Yamato... Man..."

Participation in the Ending:
Fox Woman: "Everyone come witness the great Shogun Pagoda Ruins! Now perfectly safe from traps!" ("Brother... I'll live to let them know of our past. Thank you, Rock.")

Her own ending:
Fox Woman: "Brother... I promised I would visit you, didn't I? I wish we had more time together. One day, you will be rebuilt completly, and I'll be looking forward for this day."

More importantly, why does "she" talk about "going to heaven" or "seeing his brother" when they're pretty much always rebuilt and converted to good guy side?

...There are so many problems wrong with this that I cannot explain them all.

For now, I'll just say because apparently, because being Japanese makes you related to other Japanese robots, Fox "Woman" is related to LOTS of robots. LOTS and LOTS of robots.
