Dr. Wily is not getting banned. As Tengu said, he cannot encapsulate himself as often as Flash Man can freeze you; Dr. Wily's freezing attack is able to be dodged, while Flash Man merely must get within range; and Dr. Wily suffers a cost for using his capsule beyond a recharge time.

Banlist feels skimpy in retrospect (or are these implied bans or something...?).

All five of those classes are allowed. I've already touched on Wily; Magnet certainly cannot reach the damage output level of the banned classes nor the livability. Dive Man certainly has an easier learning curve than many classes, but he too has plenty of counter-play. Spring Man has good damage output, but his movement style is very counterable. Quick Man.... isn't really comparable to the current ban list at all. I'm confused why he's perceived as a problem. In normal Duel there are definite issues with health scooping, but now if you happen not to be able to kill him when he's trying to hit you, eventually he'll stop being able to heal.

Please remember that you're banning 2 classes from use every Duel. The hard ban list is strictly for classes that ought to 100% dominate gameplay and the tournament were they allowed.

I'm pretty sure Quick Man was brought up due to something he heard in the Classes Duel server earlier. That is, Quick Man has no real weaknesses. Flash Man deals Buster damage with his main, his alt barely scratches you, Time Man's arrows don't trigger a weakness, and Time Slow gets doubled correctly... for a whopping 8 damage. Combined with the Brutal Duel system of healing, and Quick Man can just run laps around the map picking up different health so he's not stuck in one spot waiting out the healing timer, then go force-feed you Quick Boomerangs to reset his healing rate.

The problem with that description is twofold. Firstly, "having no real weakness" does not translate into "is very hard to kill." Because he isn't. Secondly, your last hypothetical scenario can end poorly for Quick Man; he probably won't do more damage to his enemy than his enemy will to him in his hit-and-runs so he'll run down his 300 heal limit very fast.
